Will Modi hold talks with moderates?
Jammu,August 23 (KIP):- After dropping a hint on resumption of
dialogue for settling the ongoing turmoil in Kashmir will Prime
Minister,Narendra Modi,open the doors of dialogue with the separatists?
This question has assumed significance after Modi told a
delegation of opposition parties led by Omar Abdullah that dialogue
was necessary for the resolution of conflicts but will the
separatists accept an offer for talks when Modi has stated that talks
would be held within the ambit of the constitution ?
Indications are the moderate groups of separatists could
accept talks from the central Government if these talks were to be
held either with the Prime Minister or with a group of central
Ministers. The moderates are not ready to hold talks with some senior
bureaucrats who do not have the constitutional authority or powers to
examine “our demands.” These separatists cited the instances of
K.C.Pant,N.N.Vohra who were deputed by the centre for talks and “we
boycotted them” as “we did to the three interlocutors appointed by
the previous Congress led UPA Government.
But the hardliners may not accept talks offer made even by the
Prime Minister because these hardliners believe that since Azadi was
round the corner there was no need for holding talks with the
Government of India.
These hardliners favour talks with Pakistan too and want that
the issue of Kashmir need to be discussed at triangular talks in which
India,Pakistan and separatists were included. These separatists
believe that since they represent the aspirations of people of Kashmir
they should be involved in the talks.
But reports from the central Government indicate that Modi was
ready to hold talks with the separatists if they worked for the
restoration of peace.Modi wants the separatists not to incite people
to violence and when peace returned to Kashmir Modi will be glad
enough to hold talks with a cross section of people and political
spectrum.(KIP)
